Abstrak :
In the world of medicine, narcotics are widely used, especially in the anesthesia
process before surgery is performed on a patient, considering that narcotics
contain substances that can affect the patient's feelings, thoughts and
consciousness. Inmates of the Class IIA Pangkalpinang Special Narcotics
Correctional Institution who are convicts of narcotics crimes have generally
never been convicted and are not recidivists. However, in law enforcement,
convicts of narcotics crimes are generally charged under Article 114 and Article
112 of the Narcotics Law. So there is a need to reorient narcotics policy which
should not result in imprisonment for narcotics users. The aim of this research is
to find out whether the implementation of training for convicts who commit
narcotics crimes at the Class IIA Pangkalpinang Special Narcotics Correctional
Institution has been effective. And what are the obstacles that occur in the
implementation of training for inmates who have committed criminal acts of
narcotics abuse at the Class IIA Pangkalpinang Special Narcotics Correctional
Institution. This research method is sociological juridical. Implementation of
Training for Convicts Perpetrating Narcotics Crimes at the Class IIA
Pangkalpinang Special Narcotics Correctional Institution shows that the
recidivism rate in the last few years at the Pangkalpinang Class IIA Narcotics
Correctional Institution is relatively small, only ex-convicts who have returned to
become correctional inmates at the Class IIA Pangkalpinang Narcotics
Correctional Institution as Abusers It is very difficult for narcotics to return to
society, because the stigma from society towards ex-convicts has not yet been
accepted back into society. In fact, society tends not to be able to accept ex-
convicts to apply for jobs, even though in undergoing training in special narcotics
prisons they have followed effective self-reliance development, so that This is
what ultimately makes ex-convicts use methamphetamine on the grounds that it is
doping or increasing stamina when carrying out (illegal) tin mining. That the
Implementation of Training for Convicts Perpetrating Narcotics Crimes at the
Class IIA Pangkalpinang Special Narcotics Correctional Institution has not been
fully effective.
