Abstrak :
Indonesia is a country that is rich in diversity, including ethnicity, customs, religion
and culture, which stretches from Sabang to Merauke. From this cultural and religious
diversity, at least 833 (eight hundred and thirty-three) religious sects and 215 (two
hundred and fifteen) religious sects were born. As we now know, many new beliefs have
emerged in society which are considered deviant, including the Ahmadiyah, Gafatar, Al-
Qiyadah al-Islamiyah, Salamulloh, Ubur-Ubur kingdoms and many others. This belief
sect attracts attention from various groups, where there are differences in views and
perceptions regarding the existence of this belief sect in Indonesia, which ultimately gives
rise to unrest and legal problems and of course this has consequences for the security
situation and public order. The Indonesian Supreme Council of Beliefs in One Almighty
God (MLKI) is a belief held by several Cilacap residents who try to preserve local culture.

The implementation of the monitoring program for the MLKI Community Trust
Sect by the Cilacap District Prosecutor's Office has been effective because the Cilacap
District Prosecutor's Office has succeeded in maintaining the conduciveness of every
activity organized by the MLKI Community Trust Sect that intersects with the
community. Meanwhile, the Implementation of Supervision of Community Beliefs
(PAKEM) is guided by Republic of Indonesia Prosecutor's Regulation Number 5 of 2019
concerning Amendments to Attorney General Regulation Number PER-
019/A/JA/09/2015 concerning Coordination Team for Supervision of Beliefs and
Religious Sects in Society . The implementation of the monitoring program for the MLKI
belief system in the Cilacap community involves various aspects and parties that play a
role, namely; Understanding Diversity of Beliefs, Collaboration with Religious Leaders,
Involvement of Regional Government, Educational and Enlightenment Approaches,
Prevention of Extreme Practices, Supervision of Potential Conflicts, Strengthening Inter-
Institutional Cooperation, Fair Implementation of Laws.
