Abstrak :
The organization of blood donation and blood management is carried out by
the Blood Transfusion Unit (UTD) in accordance with Law number 17 of 2023
Article 114 concerning health. Regulation of the Minister of Health of the Republic
of Indonesia No. 91 of 2015 concerning Blood Transfusion Service Standards is a
reference in the implementation of blood transfusion services, one of which is the
provision of blood transfusions to patients with rational use of blood. Blood
transfusion must be done on the basis of indications, selection of the type and
volume of blood or blood components needed, and the right time to give transfusion.
Doctors in carrying out their professional duties are bound by ethical norms, legal
norms and norms of medical discipline, which when enforced will ensure the quality
of service.
The purpose of this study is to analyze the effectiveness of blood transfusion
services and analyze the implications of legal liability of doctors for the use of blood
products at Banyumas Regional Hospital. The method of data presentation is
presented in the form of narrative text and matrix tables. The informants used in
this study were the director of Banyumas Regional Hospital, the chairman of the
medical committee, the chairman of the ethics and legal committee of the hospital,
clinicians using blood products at Banyumas Regional Hospital and the
coordinator of the Hospital Blood Transfusion Unit (UTDRS).
The results showed that blood transfusion services at Banyumas Regional
Hospital were effective with the availability of qualified human resources, the
existence of standard operating procedures and director policies for the flow of
service activities at UTDRS and the fulfillment of the required infrastructure in
accordance with Permenkes No. 91 of 2015 concerning blood transfusion service
standards. However, in the quality indicators in the Minimum Service Standards,
the fulfillment of blood needs for transfusion has not been achieved 100%, and the
implementation of the SOP for ordering blood is still not effective. Doctors are
criminally, civilly and administratively responsible for the effects of giving blood
transfusions, therefore doctors in carrying out their actions must be in accordance
with the agreement between the doctor and the patient, in accordance with
professional standards, in accordance with standard operating procedures, and not
against the law.
