Abstrak :
In its development, the Correctional Institution experienced revitalization, namely
by separating the placement of criminal offenders or prisoners. One of the
applications of this revitalization is the separation between general and special
correctional institutions that handle certain criminal acts. This study aims to
determine the effectiveness of the fulfillment of prisoners' rights based on Article 9
of Law Number 22 of 2022 concerning Corrections for Terrorism prisoners at the
Pasir Putih Nusakambangan High Risk Class IIA Correctional Institution and
obstacles that affect the effectiveness in implementing the fulfillment of prisoners'
rights at the Pasir Putih Nusakambangan Correctional Institution. The approach
method used in this research is empirical juridical with analytical descriptive
research specifications. The research location is at the High Risk Correctional
Institution Class IIA Pasir Putih Nusakambangan. The data sources used are
Primary data and Secondary data. The results showed that the fulfillment of the
rights of terrorism prisoners at the High Risk Correctional Institution Class IIA
Pasir Putih Nusakambangan was not effective. The existing obstacles are
influenced by aspects of legal structure, namely the lack or limited quantity and
quality of correctional officers and aspects of legal culture, namely that terrorism
prisoners have different characteristics from prisoners in general.
