Abstrak :
Sustainable waste management policy as an application of the principles of
sustainable development, in accordance with the mandate of Article 28 H (I) of the
1945 Constitution, is the community's right to a good and healthy living
environment, it needs to be managed properly based on the principles of
responsibility, sustainability, benefits, the principle of justice, the principle of
awareness, the principle of togetherness, the principle of safety, the principle of
security and the principle of economic value (Article 3, Law Number 18 of 2008
concerning Waste Management). Specifically as a realization of good
environmental governance, the Government of Banyumas Regency describes
sustainable waste management through several legal products, namely: Banyumas
Regency Regional Regulation Number 9 of 2020 concerning Amendments to
Banyumas Regency Regional Regulation Number 6 of 2012 concerning Waste
Management; Banyumas Regent Regulation Number 45 of 2018 concerning
Banyumas District Policies and Strategies in the Management of Household Waste
and Household-like Waste; Banyumas Regent Regulation Number 54 of 2018
concerning Assistance in the Management of Household Waste and Household-like
Waste for Villages in the Banyumas Region; and Banyumas Regent Regulation
Number 32 of 2022 concerning the Work Plan of the Banyumas District
Government for 2023. According to Mac Iver's theory, the government has three
government tasks in managing waste by classifying the tasks as cultural functions,
general welfare functions and economic control functions. The application of the
circular economy of waste management in Banyumas district is carried out through
several innovations, namely: Bear's Oath (Magic Garbage into Money), Salinmas
IBMS Application (Banyumas Garbage Online-New Idea of Sorting Waste),
Banyumas' Jeknyong Application, and Beautiful Lipstick (Plastic Waste for
Innovation) Asphalt Hotmix Plastic Mix).
