Abstrak :
Implementation of legal protection for children is a joint activity carried out
consciously by everyone, government and private institutions with the aim of
ensuring security, provision and fulfillment of the spiritual and physical welfare of
children in accordance with their interests and human rights. The aim of this
research is to analyze the effectiveness of protection assisted children and obstacles
to implementing legal protection for assisted children at the Kutoarjo Class I
Special Child Development Institute, Central Java.
This research uses a sociological juridical type of legal research. In this research,
the research specifications are qualitative descriptive. Data types and sources
consist of primary data and secondary data. The data collection methods are
interviews, observation, literature study and documentary study. Data processing
methods consist of data reduction, data display and data categorization. The data
presentation method is carried out in the form of narrative text and qualitative
matrices. Data analysis uses qualitative analysis methods.
Based on the results of the research and discussion, it can be concluded that the
effectiveness of protecting assisted children at the Kutoarjo Class I Special Child
Development Institute, Central Java has not been effective, this is based on the fact
that the rights of assisted children have not been fulfilled, namely (1). Fulfillment
of the right to education at the Kutoarjo Class I Special Development Institution
for Children, Central Java is still not fulfilled due to the lack of available facilities
such as learning facilities for children studying in formal schools outside
correctional institutions in general. (2) Lack of health personnel, where there is
only 1 general practitioner, 1 nurse and 1 nursing assistant to serve 116 assisted
children. (3) Fulfillment of the right to adequate food, such as providing fruit as
nutritional intake, has not been fulfilled. So far, these additional fruits have been
given only once every two days. Obstacles in implementing legal protection for
assisted children at the Kutoarjo Class I Special Development Institution for
Children, Central Java can be seen from the legal structure factor, namely the lack
of officers serving as supervisors. Currently experiencing overpopulation where the
number of children assisted is 116, there are only 12 officers who provide guidance.
Apart from that, the budget factor is related to funding the provision of consumption
and funding child development activities. There is a lack of experts in the field of
psychologists and counselors assigned and a lack of supporting infrastructure in
the implementation of counseling at the Kutoarjo Class I Children's Special
Development Institute.
