Abstrak :
Corrections are organized in an integrated manner between the supervisor, the
supervised, and the community. Recognizing the important role of the community
in supporting the social reintegration of correctional clients, the Ministry of Law
and Human Rights of the Republic of Indonesia issued Decree of the Director
General of Corrections Number: PAS-06.OT.02.02 of 2020 dated February 10,
2020 concerning Guidelines for the Establishment of Pokmas Lipas at Bapas
which will become a partner and forum for community empowerment. This study
aims to analyze the effectiveness of the implementation of Pokmas Lipas in
supporting the social reintegration of correctional clients. This research uses an
empirical juridical approach method with descriptive analytical research
specifications. The research location is at the Class II Correctional Centre
Purwokerto. The data sources used are primary data and secondary data. The
data is processed by data reduction, data categorisation, and data display and
analysed by understanding and assembling legal materials that have been
collected and arranged systematically and described in regular, coherent, and
logical sentences, then conclusions are drawn. The results showed that the
effectiveness of the implementation of Pokmas Lipas in supporting the social
reintegration of correctional clients of Bapas Class II Purwokerto did not run
effectively where the number of clients who participated in Pokmas Lipas was
very small compared to the total number of clients of Bapas Class II Purwokerto.
The obstacles faced in the implementation of Pokmas Lipas include no further
regulations on the guidelines for the working mechanism of Pokmas Lipas, the
number of Community Counselors who are not proportional to the number of
clients and the coverage of a very large working area, and the negative stigma
from the community towards clients.
