Abstrak :
Traffic ethics and national culture and so that there is good law enforcement and
there is legal certainty for the community. The obligation of motorcyclists to turn
on their main lights during the day is called the DRL (Daytime Running Lights)
program regulated in Article 107 paragraph 2 of Law Number 22 of 2009
concerning Road Traffic and Transportation. This study aims to determine the
effectiveness of the daytime running lights program on motorbikes in the
Purbalingga law enforcement area and the inhibiting factors. This study uses a
sociological juridical approach, with the specification of this research being
descriptive, with secondary data types and sources and data analysis carried out
in a qualitative descriptive manner. Based on the results of the research and
discussion, it can be concluded that the implementation of the program for
turning on the main lights (daytime running lights) during the day on motorcycles
aims to reduce the number of accidents, especially motorcycles. In reality, the
implementation of the program for turning on the main lights (daytime running
lights) especially in the law and order area of Purbalingga is still not effective,
because there are still motorcyclists who do not comply with the regulations for
turning on the main lights during the day as stipulated in Article 107 of Law
Number 22 of 2009 concerning Traffic Road Traffic and Transportation, which
emphasizes the obligation for two-wheeled vehicle drivers to turn on their lights
during the day. The inhibiting factors in the effectiveness of the program for
turning on the main lights (daytime running lights) during the day on motorbikes
in the law enforcement area of Purbalingga include: law enforcement factors,
namely the attitude of officers or officers who tend to be emotional which often
causes misunderstandings between the community and the authorities. The facility
and infrastructure factor is that CCTV has not been installed along the
intersection. The community factor is that there are still people who do not agree
with the regulation that two-wheeled vehicles must turn on the main lights during
the day for reasons of waste. The cultural factor is the lack of public awareness of
the importance of turning on the lights during the day for motorcycles, even
though the aim is to reduce the number of accidents, especially motorcycles.
