Abstrak :
Sea Turtles are protected animals, so conservation activities are required to
maintain their population. A group of community members engaged in sea turtle
conservation activities, and this group is called the Nagaraja Cilacap Sea Turtles
Conservation Group.The purpose of this research is to understand the legal status
of turtle conservation activities carried out by the Nagaraja Cilacap Sea Turtles
Conservation Group. This research was conducted qualitative research methods
with an empirical juridical analysis approach. This research is located in
Nagararaja Cilacap Sea Turtles Conservation Group and the Central Java Nature
Conservation Agency, Conservation Resort Cilacap Region, who were also
informants in this research. Types of data sources include primary and secondary
data obtained using interview, participant observation, library reasearch, and
documentation. The research results indicate that the activities carried out by the
Nagaraja Cilacap Sea Turtles Conservation Group involve the conservation of
turtle populations in the Cilacap Regency. The activities include securing sea turtle
eggs and hatchlings, semi-natural incubation of sea turtle eggs, raising hatchlings,
releasing hatchlings, tree planting, beach cleaning, and providing education to the
community regarding turtle conservation. The legal status of the conservation
activities conducted by the Nagaraja Cilacap Sea Turtle Conservation Group is not
classified as a conservation institution because it has not yet met the criteria and
has not been carried out through collaboration as stipulated in PERMENLHK No.
P.22 of 2019. The Nagaraja Cilacap Turtle Conservation Group is established and
managed directly by the community, guided, and supervised by the local
government and the Central Java Natural Resources Conservation Agency
(BKSDA). Therefore, the legal status of the Nagaraja Cilacap Sea Turtle
Conservation Group reflects the people's participation in conservation as regulated
by Law Number 5 of 1990.
